
Centralny Port Komunikcyjny (CPK) launched a competitive dialogue to choose the general contractor for the passenger station at the new CPK airport. With a value that exceeds the PLN sign 5 billion, this is the largest tender for the company this year. The contract is expected to be signed in 2026, and the construction that was completed by the end of 2031. This stage of the project represents a great opportunity for Polish construction companies and an incentive for the national economy.
CPK’s general contractor tender is one of the main construction contracts at the airport. Bidding can be made until August 29 this year. The first stage includes submitting requests to participate, after which CPK plans to invite up to five offers to the competitive dialogue stage.
The contract is expected to be signed in 2026, when the peripheral construction date was set for completion by the end of 2031.
On May 27, Prime Minister Donald Tusk announced the launch of this procedure. On the same day, a tender notification for publication was presented in the official magazine of the European Union and was posted on the CPK Smartpzp purchase platform.
The investment program is advancing. The project follows a government strategy to support the Polish economy, with mechanisms for experienced contractors in infrastructure projects in Poland and employing local workers. This approach is expected to increase the benefits of the local economy.
The station is the heart of the airport. At CPK airport, the planned floor area is about 450,000 square meters. For comparison, the station at Schuban Airport covers 165,000 square meters. The main terminal building will be connected to the sidewalks, allowing travelers to reach their planes directly. On the opening day, the station will include approximately 140 check -in offices, with an additional island space to increase the number of offices to 170.
The station, railway station and exchange is designed by Foster + Partners and Buro Happold Consortium, were chosen through a tender, in cooperation with more than 30 other companies, including Naco, Kuryłowicz & Associates and Cundall. The final design includes more than 6200 drawings and 50 artistic reports.
“The requirements stipulated in this procedure aim to involve entities capable of submitting the contract based on a high level, as well as mobility not only international construction standards but also the Polish legal requirements related to the construction process,” says Dr. Philip Chairniki, CEO of CPK.
“This approach in Polish purchases can provide an opportunity to repeat a scenario similar to those seen in Spain, which, thanks to the important infrastructure investments that it is partially funded by the European Union, has built a strong construction sector.”
The requirements imposed on contractors include among other things:
Achieving annual revenues of 4 billion PLN in each of the last four financial years;
The completion, during the past ten years, from building and obtaining occupancy permits for at least facilities in the aviation sector or non -residential cubes buildings, at least 300 million PLN;
Experienced employees: The contract manager, the construction manager and the BIM coordinator must have the efficiency in the Polish at a level that allows the implementation of the contract.
According to the selection criteria, contractors who apply for a peripheral building contract (maximum 10 points) will receive for each construction project that has been completed during the past fifteen years, at a value of at least 300 million PLN, which involves construction or reconstruction and access
Two additional points will be granted during the evaluation of bidding for each construction project that has been completed during the past fifteen years, at a value of at least 50 million PLN, which involves building, rebuilding or expanding, as well as obtaining occupancy permits, for the passenger airport station inside Poland. Contractors can earn up to 6 points as a maximum of the experience installed in this category.
Two other points may be granted for each construction project that has been completed during the past fifteen years, at a value of at least 1 billion of the network, including construction or reconstruction, as well as obtaining occupancy permits for the passenger airport station.
The station will initially offer 34 million passengers annually, with the possibility of expanding to 44 million. The bid allows the expansion of the future range without disrupting operations.
This approach for major construction contracts under CPK will increase the Polish economy by maintaining local public investment funds, increasing tax revenues, and creating job opportunities in the construction sector.
“The tender allows the expansion of the range to meet the growing demand, and to ensure flexibility in changing the market needs. We are planning the airport to open it in seven years, so you should consider future changes now,” says Dariusz Kuś, CPK board member of airport investments.
Building with institutions begins in 2026. The Underground Railway and Railway Station are scheduled to be by 2029, with the opening of the airport by the end of 2032 alongside the first section of the high-speed railway, Warsaw-Woodod.
